§ 3-1-6. Appropriation resolutions; fiscal year.

(a)

Based upon council's review of the budget estimate an appropriation resolution shall be prepared. Provision shall be made for public hearings on the proposed appropriation resolution before the council. The total appropriations for the budget shall not exceed the total estimated source of funds.

(b)

The fiscal year of the city shall begin with the first day of October of each year and shall end with the thirtieth day of September of the following year.
